Minnesota State Representative Paul Novotny has announced the introduction of House File 7, a legislative proposal aimed at enhancing public safety across the state. The announcement comes as the new legislative session begins, with Republicans holding an operating majority in the House for the first time since 2018.
Novotny, who serves as Chairman of the Public Safety Finance and Policy Committee, outlined several key provisions included in House File 7. These measures are designed to support law enforcement agencies, increase accountability for violent offenders, and improve transparency within the criminal justice system.
Among the proposed changes are mandatory minimum 10-year sentences for individuals convicted of first-degree sex trafficking, requirements for predatory offender registration even when offenders receive stayed sentences, and new or enhanced criminal offenses related to blocking major transportation routes. The bill also seeks to raise penalties for fleeing police officers recklessly and for those conspiring to damage critical infrastructure such as pipelines and utility lines. Additionally, it proposes increasing penalties for assaulting peace officers from a gross misdemeanor to a felony and expanding public access to information about prosecutors’ charging decisions and court sentencing departures.
Reflecting on his recent attendance at the Minnesota Police and Peace Officers Association's Annual Legislative Conference, Novotny said: "It was truly inspiring to connect with the dedicated officers and talk about how we can work together to recruit and retain law enforcement while ensuring they have the support they need on the job."
He added: "As Chairman of the Public Safety Finance and Policy Committee, I am proud to announce the introduction of House File 7, a comprehensive legislative proposal aimed at making Minnesota safer for all residents. This plan includes thirteen targeted provisions designed to equip law enforcement with the tools they need, ensure violent offenders are held accountable, and increase transparency in the criminal justice system."
