CITY OF PAYNESVILLE: Administrator/Economic Development Director Finalists

City of Paynesville issued the following announcement on March 27

 The Paynesville City Council is pleased to announce the finalists selected for the position of City Administrator/Economic Development Director. On March 23, 2020, the Council selected five individuals to participate in an interview process that will take place on April 21 and 22, 2020. Liza Donabauer of DDA Human Resources, Inc., is the consultant hired to assist the City in the selection process. A brief bio for each individual finalist follows.

Darcy Long currently is in transition. He served as the City Manager for the City of Gladstone, MI. He held this position for two years. Prior to that, Mr. Long served as the City Administrator/Zoning Administrator for the City of Amery, WI, for approximately eight and a half years, a Town Manager for the Town of Markle, IN, for approximately 21 months and the City Manager for the City of Brown City, MI, for one year. Mr. Long holds a Master of Public Administration from Northern Michigan University and a Public Manager Certification from Texas Tech University. Mr. Long has a bachelor’s degree in Political Science from Lake Superior State University.

Dave Mitchell is currently a Mississippi State Consultant for Military OneSource where he has served for approximately three months, and prior to that he served as the City Administrator for the City of Eldora for approximately 25 months. Prior to that, he served as an Iowa State Consultant for approximately 13 months. Mr. Mitchell was also a Plant Operations Manager 2, Safety Officer, Food Services Director and Certified Vocational Instructor for the Iowa State Training School for Boys for approximately eight and a half years. Mr. Michell served for the United States Army and Iowa Army National Guard for approximately five years. Mr. Mitchell holds a Master of Public Administration from Drake University with an emphasis on Executive Development and a Public Manager Certification from the same university. Mr. Mitchell has a bachelor’s degree in Organizational Studies/Management from Grand View College.

Alexis Smith currently serves as a Regional Program Director, providing service to the Armed Forces and International Services for the American Red Cross where she has served for approximately one year. Prior to her current employment, she served as a Human Resources Hiring and Retention Specialist for Thrive Behavioral Network for approximately 18 months. She also served as an Office Manager for the Cardiac Registry Support for 27 months and a Battalion Chemical, Biological, Radiological, Nuclear Non-Commissioned Officer for the US Army National Guard for eight years. Ms. Smith holds a Master of Public Administration from St. Cloud State University, and a bachelor’s degree in Political Science and International Relations from the same university.

Devin Swanberg currently is in transition. He served as an Economic Development Director for the Pine Island Economic Development Authority where he has held the position for approximately four years. Prior to this employment, he served as a Substitute Teacher for Forest Lake High School for three years and Head Track Coach for two years. He also served as an Administrative Intern for the Cities of Oakdale and Lindstrom. Mr. Swanberg holds a master’s degree in Public Administration from Hamline University and a bachelor’s degree in Political Science from the same university.

Tesa Tomaschett is currently the City Administrator/Clerk-Treasurer for the City of Richmond, MN, where she has served for approximately four years. Prior to her position in Richmond, Ms. Tomaschett served as the City Clerk-Treasurer for the City of Belgrade, MN, for approximately 3.75 years and as a Teller 1 for the Central MN Credit Union in Belgrade, MN, for approximately 15 months. Ms. Tomaschett holds a master’s degree in Public Administration from Capella University, and a bachelor’s degree in Accounting from Minnesota School of Business, Waite Park, MN.
