Minnesota State Representative Paul Novotny has provided an update as the 2026 legislative session begins. Novotny noted the energy at the Capitol as committees get organized and work resumes.

He highlighted concerns about recent state fiscal policies, referencing decisions made during the last biennium that included spending an $18 billion surplus and increasing taxes by $10 billion. According to Novotny, these actions have led to increased costs for Minnesotans in areas such as groceries and energy.

Novotny outlined key priorities for House Republicans this session. At the top of their agenda is addressing fraud against taxpayers. “The estimated $9 billion stolen from taxpayers is staggering. When you break it down, that’s about $3,840 per household. Think about that. For many families, that’s mortgage payments, months of groceries, childcare costs, or utility bills. And the unfortunate truth is that we may never know the full amount lost because of how widespread the problem has become,” Novotny said.

He added: “The silver lining? This issue can no longer be ignored. It’s been front and center in headlines, conversations, and committee hearings. There is real momentum to fix it. House Republicans have already authored several bills to crack down on this abuse, and I look forward to sharing more details with you as they move through the process.”

Other Republican priorities include improving affordability and public safety, reducing regulatory mandates, raising standards in education, enhancing Minnesota’s competitiveness, and ensuring tax dollars benefit Minnesotans.

Novotny also addressed his continued role as Chair of the Public Safety Finance and Policy Committee following a year marked by tragic losses among first responders in Burnsville. He stated: “After the heartbreaking tragedies Minnesota has endured over the past year, one thing is crystal clear: public safety must remain front and center. It’s not just a priority, it’s a responsibility. And House Republicans are treating it that way.”

On honoring those who died in Burnsville—Police Officers Paul Elmstrand and Matthew Ruge along with Firefighter/Paramedic Adam Finseth—Novotny remarked: “February 18 is a date that will forever be etched in the heart of Burnsville.

A day we remember Police Officers Paul Elmstrand and Matthew Ruge, and Firefighter/Paramedic Adam Finseth. Three brave public servants. Three heroes. Three men who answered the call to protect their community and made the ultimate sacrifice.

Their courage is humbling. Their loss is immeasurable. And their legacy will never be forgotten.”

During a recent committee hearing on public safety policy, members observed a moment of silence for these individuals.

Novotny emphasized ongoing efforts to support law enforcement officers and strengthen prevention measures before crimes occur: “Backing our law enforcement officers, strengthening prevention efforts before crime happens, and making sure our justice system is firm, fair, and functional—these are the building blocks of safe communities.” He reiterated his commitment to advancing legislation aimed at protecting communities across Minnesota.

He concluded by inviting constituents to reach out with questions or feedback during the legislative session.
